for anything to appear in Dominic's shop, you simply need to find those items for sale in any of the other defensive gear shops as a normal item(no rarities). Wizard hat's for example, are a standard item in vinay del zexay's shop starting I think in chapter 3. Chief's hat's are a regular item at the great hollow during chapter 5. You don't need to buy them, just observe that they are there, and then Dominic will have them. You can look in the rare armor guide to see if some of the rarer equipment ever becomes available for regular sale and when. A lot of it never does, but you can still get some of the best stuff by making sure you take chris to visit the guild hall during chapter 5, which sells most of the custom series of armor.

it's very important to regularly check what is available in shops. You never know what you might miss.

Magic Points list. You have the values listed at 220 and 250-255. Just confirming that you do max out your MP at 250 (I used the stat stone trick to 300+), and there are two missing values at 225 and 240.

220 - 9/9/6/3
225 - 9/9/6/4
240- 9/9/7/4
250 - 9/9/7/5
