Okay, so they shipped the Hero out to sea because they thought he was dead even though he didn't turn to ash like everyone else who used the Rune of Punishment, okay. But why does it look like they left the supplies in the boat with him?
Looks more to me like they just wanted to get rid of Hero IV.

There were probably already supplies in the boat. They would've wanted to cast him away pretty quickly so the Rune wouldn't go to any of them next. I'm sure there wasn't any time to empty the boat first.

lol, yeah, forgot about that. Surely they all would've known that if he were dead that the rune would've transfered. Still smells fishy to me.

the game doesn't follow what happens, I think the scenes all end with the Hero in the boat (never getting spotted by the Obel ship or whatever).

Yes. It's also kind of a dick move to throw him out on the ocean without supplies on the off chance he isn't really dead.
