They don't sound that similair to me.
And even so, Uematsu is a fan of Higashino, it's not unthinkable for him to draw inspiration from her work or even make a tribute.

I have to say that there are plenty of times when the tunes in the game reminds of the Suikoden series. Not exact copies, but the resemblance is unmistakable.

Yeah, I got a lot of Suikoden vibes from the music in FFXIII, especially places on Gran Pulse. Since said music plays in a few places I prefer grinding, it makes the game bearable for a couple of hours at a time (then I just want to pop in Suikoden and progress with my new save).
Edit: If you want a far more similar matching of music, Vile Peaks (FFXIII) and Labyrinth (Suikoden 2) could fit the bill.

Now I want to buy FFXIII. I had planned on waiting until it came down in price (going through my backlog chronologically), but I would kill to play a new videogame with Suikoden II-caliber music

Well, dont get your hopes up, I dont think FF13s music is in the same great caliber as suikoden2, despite its "covers" of some of the suikoden2 songs.

Calling them 'covers' is stretching it. The only thing similar is the mood that it creates, and there's probably a track in almost every RPG that sounds as similar as those two do.
Really, I'm just anxious to play a good JRPG from this generation. I'm sure I can hold off on XIII, especially if I pick up some earlier stuff like Eternal Sonata.

Covers strething it? Yes perhaps, since its fragments that I think i hear & Im unsure about.
That said -Covers relation to its original arent always perceived, unless its scrutinized.
For example, compare Mad World the original (Tears of fears) & its Gary Jules cover. Most People wouldnt think they were related, if it wasnt for the lyrics.

Covers usually refer to lyrical similarities rather than instrumental, which is why the word "cover" isn't exactly the best term to use.
Homage or Inspired By are better.

From what I have learned, Its the opposite, cover usually refer to similar tune not lyrics.
