Flying enemies are immune to Voice of Earth, but the Bestiary doesn't list which enemies are flyers and which ones aren't, so I've been working on that. It should be obvious, but of course the game has inconsistent coding and some enemies that you'd think are considered flyers are not. Here's the list.
Flyers
Mosquito - Arlus Region I
Roc - Gouan Region
Ghost Armor - Castle of Toran
Holly Spirit - Forest of Moran
Eagle Man - Dwarf Trail
Gigantes - Dwarf Vault
Devil Armor - Pannu Yakuta
Holly Fairy - Kunan Region
Hawk Man - Kalekka
Sorcerer - Lorimar Region
Demon Sorcerer, Larvae - Neclord's Castle
Black Elemental, Sunshine King - Dragons' Den
Simurgh - Arlus Region II
What it interesting to note is that the following enemies are NOT flyers, even though they hover off the ground:
Dragon - Pannu Yakuta Castle (surprising)
Viperman - Soniere Prison
Red Elemental - Cave of the Past (even though the Black Elementals are flyers)
Wyvern - Seek Valley (surprised the hell out of me - it even has a wing-flapping sound effect)
Magus - Moravia Castle (even though the Sorcerers are flyers)

I'm sure Gigantes is immune to voice of the earth, I remember taking Eileen on that mission and being disappointed that her spells didn't kick his ass the way I hoped.
For testing the dragon in Pannu Yakuta it's probably best to attach an earth rune to Kirkis as he's your best magic user in your forced party during that mission, and I can't remember when Earth crystals become easilly available in shops, so probably best to remove Eileen's at the earliest opportunity.

Just confirming that Crystal Core is not a flyer in either form, and can thus be hit by Voice of Earth, as confirmed by my boss fight video with it:

looks like the ??? bitfield for opponents in my editor output contains this info - any opponent with over or equal to 32 (6th bit set) on that field is probably considered flying. wouldn't be surprising if the other bits are used for other immunities of this kind.
