The minimum hit% is 35% and maximum is 100%

No I don't think that's the case. The word Hero in the formula is just the character who is attacking. There are clearly characters who miss more often than others when you play the game, and it's dictated by the character's TECH.

I'm late to the party but this post has always interested me.

I think the difference in level is playing a role. (This post was actually much bigger but after reading that post again, I realized that level could also be a possible culprit).
