In that case, those names do sound uncommon enough for the Japanese community. These games were made primarily with the audience there in mind.
Whether they sound common to the rest of us most likely have very little impact to their decisions.

Pär,Göran, Sven, Erik, Svea, Karin, Tomi (That been in some JRPG?) Pekka,

Pesmerga
From Peshmerga or Peshmerge (Kurdish) refers to armed Kurdish fighters. Literally meaning "those who face death" (Pesh front + marg death). More info on Wikipedia.
Fuma
Smoke (Portugese I think, correct me if I'm wrong)
Kage
Shadow (Japanese)
Genkaku
Sword Edge (Japanese)
Shiro
White (Japanese again)
don't know about the "fourth son" though, but both might be correct
Mondo
Has several meanings:
Earth, universe, world, society, "a world of..." (Italian)
Hanzo
Probably taken from Hattori Hanzō, also known as Hattori Masanari, who was a famous samurai and ninja of the Sengoku era.
Barbarossa
Red beard (Italian).
Also there were quite a few emperors who had this name, like Frederick I, the "holy roman emperor".
Geil (Rugner?)
Means something like "awesome" in german, but is also used for "horny"
Kreutz
Cross in german (but it's written Kreuz)

Japanese has many words that sound the same and have totally different meanings, because meaning is derived by the kanji characters instead of the sound. In this case though, I don't recall any Japanese word meaning "sword edge" that sounds like "Genkaku." Genkaku can mean a number of things, such as "illusion" or "sternness" "seriousness." Well, then I copy my list, too, because I find it interesting how names in the Suikoden world are derived from real historic people.
Siegfried and Sigurd: from nordic mythology, famous dragon slayers. Mostly known from the Nibelungen saga.
Percival Fraulein: From the Artus-saga. Fraulein also means "Miss" in German (but it's spelled "Fräulein".)
Charlemagne: Charles the Great.
Freyjadour, Ferid und Zahhak are from Persian mythology. Freyjadour and Ferid might come from the persian king Fereydun. Zahhak was also a king or a demon or whatever.
Bastan: there's an art museum in Teheran named Bastan.
Lucretia: Lucrezia Borgia from a famous italian family of tacticians.
