No she isn't. Her agelessness is a mystery that has been confirmed not to stem from a true rune.

from what I hear... apparently suikoden 5 will contain many secrets about jeane, possibly give us all that very answer and just like lemmy and angelis_taleria said...Jeane DOES NOT HAVE a true rune, this has been stated by konami as official information

Konami has also hinted that every member of Jeane's family looks the same. The Officer Jenny and Nurse Joy phenomena, if you will.

Sorry if this is out of topic, but I have to say this, I like her agelessness, she always comes back, hot as always, although I like her in Suikoden II most, the dress is awesome.
