Troy (Suiko 4) "Born Again"

At the end of the game, Troy says that he was born of the sea, and will return to the sea, "to be born again."

I know that also during the course of the game he was referred to as the Child of the Sea God.

I don't get it. Born again? Is there something that I don't know about Troy? Is there very much backstory to it? Did he mean that literally?

Why don't they make the whole plane out of that stuff?
