Problem recruiting Maximilian and Sancho

I know Max and Sancho must be recruited in the Northern Checkpoint but... I'm about to attack Gregminster and they're still not present at the NC ! Did I miss something to make them appear ?

are you entering from south and walking north? don't remember which way but you might have to enter from a certain side

Ah ! Eventually they appeared. I recruited Clive before. Maybe there's a number of characters needed ? Otherwise I can't understand why they appeared now and not before...

yes i think there is a minimum recruits requirement
