For all we know, Agares killed his wife when he found out Jilia wasn't his daughter... Another reason for Luca to hate him.

As for those ruffians... We'll never know, because Han Cunningham wiped them out.

Actually, Han just rescued Luca and Sara. Later on the same ruffians were hanging around Tenzen Pass and Luca came by. When he recognized them he killed all of them.
