question on thunder god garb and thunder amulet.

exactly what is this "hit +10" and "hit + 15" that these equipments offer?

i figured that it adds to a characters tech but i did not notice an increase on their status screens.

if this is a separate stat from the others.....does it still add to the critical hit rate like tech and luck?

it add to the critical hit rate like tech and luck...but im not sure for screen.there should be changes with items...
