Like I was saying about the off-springs of true runes and stuff, well Sarah in S3 was born with a Flowing rune....maybe through people a rune's power can be channeled into a specific trait.

Couldn't think of a fire skill with pyshical power off the top of my head so I just used Falchon as an example.

Ronnie Bells rune is a physical skill with fire.Couldn't think of a fire skill with pyshical power off the top of my head so I just used Falchon as an example.

The next possible step for rune genesis could probably be through fusion, such as elemental martial arts. Ronnie Bell's rune is a good example, though the lack of precedent would actually keep this strictly on a theoretical basis.

There's no such thing as a Falcon Rune, for example. The developers probably just thought it would be simpler to give the person a rune, instead of making an entirely separate 'Skill' section (although they did that later on, but in a markedly different way).
In all posibility, that could have been Konami's original reason, but as its not set in stone, and all games are fluid, they could easily state that they stem from a true rune.

In the specific case of Falcon, it is a skill and not a rune.

What I think Jowy is saying is that they always talk about how the characters who have falcon runes were trained in its art from someone else and these runes are always locked on (I think). Therefore it seems like this is their "special attack" and not because they have a rune on them. However, the point of contention I have for that is that it does fill a rune slot and if it wasn't an actual rune in some sense the person would be able to put a rune on that particular hand. A learned ability wouldn't block off a hand. However, as you said the fact that it is represented as a rune may just be gameplay contrivance. Having a limited number of rune spots is generally a gameplay contrivance anyway and isn't really how runes work in the "real world".

OK, the only thing I've found is that Roundier Haia gives "Falcon runes" to all of his graduates. Where Kika managed to get her rune/skill is beyond me. Unless Roundier Haia has a True Rune, he probably wouldn't have been around before Suikoden IV.

This proves that it isn't a skill, maybe Kika came across a Falcon Rune that wasn't made by Roundier Haia, it's not like he is the only person on the planet who has Falcon Runes, he just has the ability to create multiple copies or knows where to find them. Kika is a pirate, she sails all over the place, I'm sure at one point in her life she found a Falcon Rune and decided to attach it giving her the ability she has with it. The Falcon rune isn't taught how to use, it is a rune like every other rune, that is rewarded to Roundier Haia's students.OK, the only thing I've found is that Roundier Haia gives "Falcon runes" to all of his graduates. Maybe your body can only hold a certain limit of power, therefore if there are skill only techniques (not a rune like Falchon) it could block a rune slot because that persons body can't handle the extra power...like True runes you can only have one of those as far as we know...and maybe thats why some characters can't hold all 3 rune slots.
