If you mean the Rage Rune (upgraded Fire Rune), it can be found in three places:
1) permanently equipped on Alen
2) in a chest in the Neclord's castle on the top floor - it is hidden by the stained glass window behind the staircase
3) a rare drop by the Soldiers in Moravia Castle

That's not a rune, it's the second spell of the Fire Rune.

Fire storm is a spell that can be used only a limited number of times by a character with the fire rune attached.

If you have a fire crystal in your items, go to a rune master's shop and have the fire crystal attached to a character with a good magic stat (for example, Cleo)
The character will then be able to use Fire storm in combat.

If you have rune spells that cannot be used, try talking to an innkeeper and choose the option to "Stay", this will recover all your health and magic so you can start using your rune spells properly.

2) Dropped by Kobold Mages outside the Elf Village
3) Buy them from the Kirov item shop mid- to late-game

You need to equip the Fire Rune on someone with a Level 2 spell.

As soon as the person with the fire rune gets a MAG (magic) stat of at least 41, you'll get your first fire storm. At this early stage, Cleo is best to use the fire rune, just like in the video you saw.

I think you're having difficulty understanding how runes work.

Runes allow characters to use spells and special abilities in combat.

When you are in combat against enemies, select the first option to "Fight", then choose the option "Rune". This will give you a list of spells the character can use. sometimes there won't be any spells available.

If a character has the fire rune attached, the first spell they can use is Flaming Arrows, which damages one enemy.
Fire storm is the second spell that becomes available, but to use it, your characters must gain more experience from winning in fights.

I suggest you take some time to wander around outside of Gregminster and try all the different options during fights so that you get used to how the game works.
