Double Beat rune?

I've noticed the Double Beat rune works differently in S1 as it does in S2. If there is only one enemy left, the character using the rune will not attack them twice. Is this just happening to me or was it designed this way and changed in S2?

Double beat just allows to attack two different opponents in a single turn, rather than taking two turns like in II.
