You receive the Tablet of Stars from Leknaat after Doraat's Siege
It will be in the uppermost level of your castle and is guarded by Zerase, the woman in black hood
Liberation of Sable is... i think what you mean is retake of Sable
that's near the end of the game
yes it's after visiting the Island Nations but very far from it
