They're not the same person. Konami was just being witty. They made the person you named look similar to the first two Tenaki's, but you didn't get to play him or even meet him in this game. They were just trying to mix things up a bit, make you approach a familiar character from a different angle.

I always thought his clothes looked more Karayan-influenced.

ya the cloths he wears that is in my avatar does look more around that.but it's just the colors,the patterns are different from what i remember.

most of it are red, well maybe not for lazlo (kinda black thing).

so if you said that Tir have some "connected" to FC, well sorry that's a big NO hehe..
and by the way FC is much cooler than Tir
