Yes... The True Runes allow its bearers to grow up until their prime...

Once the bearers reach to their prime, they never age...

If Luc and Sasarai were around 16-17 years old by S2, then it is correct to assume that they were about 30 by S3.
It's not all about knowledge, but it helps.

Really? Don't you think that Teo would find it odd he had a 30 year old looking lad in his house who claimed he was just a young boy?

The above case was if the bearers were born with the True Rune already.

Ted got his True Rune when he got older, and so he did not age since he was already in his prime.

Suikoden clearly shows that Ted was a little kid when he got it.

And so he remains a kid, right? I did not say that Ted got it when he was 30 or 40 years old. I'm saying that Ted got the Soul Eater AFTER he was born, unlike Luc and Sasarai who have their True Runes since birth.

Funny how he looks like a Teenager in Suikoden IV, and a Kid in Suikoden I. Benjamin Button syndrome?

For god's sake, he's half the size of the adult Ted when he gets the rune. He obviously aged in between.

Then it's one of two things:

1. Ted's rune was removed, and so he aged.
2. The rune allowed Ted to age until his prime, then Ted stopped aging afterwards.
It's not all about knowledge, but it helps.

Ted's rune WAS removed. The Fog Ship Captain had it for a period of time... ending in Suikoden 4 when Lazlo helps him get it back.
The only thing Suikoden lacks...is dinosaurs.

And the whole point about the Fog Ship was that it let you retain the agelessness. That was the selling point.

And if you watch the intro you can clearly see that Ted is an adult when he encounters it.

Yeah I thought so, but couldn't quite remember the details. Thats why I didn't mention aging...
The only thing Suikoden lacks...is dinosaurs.
